The Enterprise AI Adoption Framework: Four Tiers for Governed Innovation in Marketing and Ad-Tech
Every large marketing organisation is facing the same problem right now. The AI tools are here. The practitioners want to use them. The security and governance teams want to control them. And the gap between those two forces is widening every week.
The people closest to the work - media strategists, creative leads, campaign managers, data analysts - can see what agentic AI makes possible. Some are already experimenting: installing skills, building prototypes, wiring agents to data sources. They are doing this because the productivity pull is real and the tools are accessible. The question is not whether this energy exists. It is whether the organisation channels it into something that benefits everyone or loses it to fragmentation and shadow IT.
Telling people to stop will not work. The choice is between governed adoption and ungoverned adoption, not between adoption and no adoption.
This article proposes a framework for the first option. Four tiers that give practitioners the freedom to innovate while giving security and leadership the controls they need. The framework is platform-agnostic. It works regardless of which AI tools your organisation uses. But this week’s developments from OpenAI, Anthropic, Google, and Microsoft make it more practical to implement than it was even a month ago, so we will show how the current platform landscape maps to each tier.
The Problem: Innovation vs Control
The pattern repeats across the industry. A team discovers that an AI workflow could cut hours off a recurring task. They want to move fast. Meanwhile, security and governance need to move carefully. Both instincts are correct and in most organisations, the tension between them produces either paralysis (nothing gets adopted) or drift (things get adopted without oversight). Neither outcome serves the business.
The underlying tension is structural:
Centralised control, where a dedicated team builds, vets, and maintains every AI tool, is secure but slow. It cannot keep pace with the rate of innovation, it cannot capture domain expertise from practitioners who are not on the engineering team, and it produces generic capabilities that miss the specific workflows that matter most to each discipline.
Decentralised experimentation, where anyone builds anything with whatever tools they find, is fast but dangerous. Unvetted skills, production data in sandboxes, agents running on primary machines with access to client accounts. The OpenClaw security incidents demonstrated this concretely: Cisco researchers showed data exfiltration through a third-party skill, and Palo Alto Networks described the combination of private data access, untrusted content exposure, and external communication ability as a “lethal trifecta.”
Neither extreme works. What works is a framework that separates the two concerns - production safety and experimental freedom - and provides a governed bridge between them.
The Four-Tier Framework
Tier 1: The Authoritative Catalogue
What it is. A central registry of approved skills, tools, and MCP servers that practitioners use for client work and production workflows. Think of it as an internal app store for AI capabilities. An evolved version of our ai catalogue
Every entry is a vetted capability: “Campaign KPI Explorer,” “Brand Safety Checker,” “Bid Strategy Simulator,” “Creative Compliance Reviewer.” Each has documentation, a clear data-access description, a risk classification, and an identified owner.
This is the production-safe tier. Only catalogue items are available in client-facing workspaces, and they all inherit corporate security controls. A media planner using a catalogue skill to generate a weekly performance report knows it has been reviewed, tested, and approved- the same way they know that software on their corporate laptop has been vetted by IT.
How to personalise it. If your organisation already has an internal platform or portal that knows who someone is, what they work on, and which teams they belong to, you can personalise the catalogue: media planners see media-relevant skills first, creative teams see creative skills, data engineers see data tools. The AI capabilities meet people where they already are.
What this week’s platform developments change. The superapp convergence means the catalogue can be surfaced across multiple AI environments simultaneously. OpenAI is merging ChatGPT, Codex, and Atlas into a unified desktop app- its shared Skills framework can present catalogue entries directly. Anthropic’s Claude Code can access them as MCP servers, and the new Channels feature means practitioners can invoke them from Telegram or Discord (or community-built plugins for Teams or Slack). Google’s AI Studio can expose them as reusable back-end functions within full-stack agentic apps. Microsoft’s Copilot can bind to them via plugins or Graph connectors. One set of approved capabilities, four front-ends.
Tier 2: The Sandbox
What it is. A dedicated experimentation environment where practitioners can build, test, and break things without touching client data or production systems. Sandboxed runtimes - containers or isolated environments- where Claude Code, Codex, or Gemini can run scripts, call experimental skills, and prototype workflows against synthetic or redacted data.
This is where innovation happens. A media strategist prototypes a budget-pacing agent. A creative lead tests a brand-voice compliance skill. A data analyst builds a reporting automation. None of it touches live client systems. All of it builds internal capability and confidence.
Why it matters. Learning by doing is how people actually adopt new technology. Reading documentation does not build confidence. Running a skill against synthetic data, seeing it work, tweaking it, breaking it, fixing it - that builds confidence and competence. An organisation that provides the space for that experimentation retains its most curious people and develops internal capability that no vendor can sell them.
Without a sandbox, the experimentation happens anyway - on personal machines, with real data, outside any governance. The sandbox makes the same experimentation visible, safe, and productive.
What this week’s platform developments change. Each major platform now supports isolated environments that can serve as sandboxes. AI Studio’s full-stack runtime lets you spin up a complete prototype that only hits non-production databases and test APIs. The OpenAI superapp can host “lab profiles” that expose only test skills and local files. Claude Code Channels can point at sandbox MCP servers holding synthetic campaign data. Copilot’s tenant and environment controls can enforce the separation at the identity level.
Tier 3: The Promotion Path
What it is. A clear, governed workflow for moving great experiments from the sandbox into the production catalogue. Proposal → security review → code review → QA against standards → inclusion in the catalogue.
Why it is the critical tier. Without a promotion path, the sandbox is a dead end. People build interesting things, they never reach the rest of the organisation, and the effort is wasted. Worse, practitioners who see their experiments go nowhere stop experimenting.
With a promotion path, every sandbox project has a potential payoff. If your workflow proves its worth, it gets security-reviewed, code-reviewed, tested against standards, and published to the official catalogue. The builder gets credit. The organisation gets the innovation. Security gets the governance.
The objective gates should be explicit: data-handling compliance, logging and observability, performance benchmarks, and an identified support owner before promotion.
What this week’s platform developments change. AI Studio and Claude Code can generate and run automated test suites- including safety tests that probe for unsafe behaviours. OpenAI’s Skills framework makes it easy to wrap a proposed skill in a hardened shell with deny-lists and monitoring, then promote the wrapper rather than raw code. GitHub and Copilot can host the code review and CI pipelines that every promoted skill passes before going live.
Tier 4: Education and Shared Practice
What it is. A living knowledge layer that explains how to work with AI platforms safely and creatively. Not policy PDFs. Not compliance trainings that nobody reads. Actual shared practice.
What it includes:
- Explainers: “How to use the OpenAI superapp safely with client data.” “How to set up Claude Code Channels without leaking information.” “When to choose Gemini vs Copilot for this type of task.”
- Pattern libraries: approved prompt recipes, workflow blueprints, safe-use checklists by role (media, creative, data, engineering).
- Dedicated channels where someone can ask “I found this repo- is it safe?” and get a real answer from engineering or security, not an auto-blocked request.
- Internal office hours and micro-workshops: short, practical sessions that walk people through real scenarios rather than abstract policies.
- Featured experiments and newly approved skills highlighted regularly- rewarding good practice and spreading useful patterns across teams.
This turns governance from a brake into a shared craft. People learn what “doing it safely” looks like by seeing examples, not by reading rules.
Why it is non-negotiable. The four-tier framework only works if people understand it. A catalogue nobody knows about does not get used. A sandbox nobody can find does not get experimented in. A promotion path nobody understands does not produce submissions. Education is the tier that activates the other three.
Why Co-Creation Beats Central Control
There is a tempting model for enterprise AI adoption: assemble a dedicated engineering team, have them build and vet every skill, tool, and MCP server, and hand the finished products to the rest of the organisation. Clean. Controlled. Secure by design.
The problem is that it does not produce the right things.
The people closest to the work are the ones who know which workflows are broken, which reports take too long, which decisions lack data. When one of them writes a SKILL.md that encodes their team’s weekly performance review process, they are not trying to become engineers. They are making their own expertise executable. That is domain knowledge, captured at the source, in a format that agents can use consistently. No central team can replicate that at scale, because no central team has that knowledge.
The skills format, the MCP standard, and the superapp interfaces all exist precisely to lower the barrier between “having expertise” and “encoding expertise.” A media planner should not need to write Python to teach an agent how they evaluate campaign performance. They should describe the workflow, define the guardrails, and let the platform handle the execution.
This does not mean governance is unnecessary - it means governance needs to be designed for co-creation rather than gatekeeping. The most innovative organisations will be the ones that treat every practitioner as a potential contributor to the AI capability stack, with the right scaffolding to make those contributions safe.
The creative innovators are already moving. In every large organisation, there are people experimenting on personal machines, sharing repos in side channels, building prototypes on weekends. The question is whether the organisation channels that energy into something that benefits everyone or loses it to fragmentation.
The four-tier framework is designed for this reality. The sandbox gives innovators a safe space to build. The promotion path turns their best work into shared organisational capability. The catalogue ensures that client-facing work uses vetted tools. And the education layer means knowledge compounds across teams instead of staying siloed with the person who figured it out first.
The result is not less security - it is more security with more innovation. The worst outcome is an organisation where the most ambitious people feel they have to choose between following the rules and doing interesting work. The best outcome is one where doing interesting work is following the rules, because the rules were designed to support it.
The Platform Landscape: Why Now
The four-tier framework is not new as a concept. What is new is that now we have the platform infrastructure to implement it.
OpenAI: The Superapp
OpenAI confirmed it is merging ChatGPT, Codex, and Atlas into a single desktop app. Application chief Fidji Simo told employees: “We cannot miss this moment because we are distracted by side quests.” The motivation is partly competitive- Anthropic now captures roughly 73% of first-time enterprise AI spending- but also architectural. The shared Skills framework deployed across ChatGPT and Codex since December 2025 previews a unified surface where catalogue skills, sandbox experiments, and promoted tools can all live.
Anthropic: Claude Code Channels
Anthropic shipped Channels as a research preview in Claude Code v2.1.80- MCP-based connections that let you control a running coding session from Telegram or Discord. This is Anthropic’s answer to OpenClaw’s viral “text your agent from your phone” model, but with allowlist-based plugins, pairing-code authentication, and enterprise governance controls. For the framework, Channels means practitioners can invoke catalogue skills or sandbox experiments from their phone, with security enforced at the platform level.
Google: AI Studio as Full-Stack Builder
Google’s AI Studio now includes server-side runtimes for building complete applications from natural language- managed secrets, external APIs, Firebase integration. For the framework, this is sandbox infrastructure: spin up a prototype app that only hits non-production databases, iterate on it, and promote the underlying capability when it proves its worth.
Microsoft: Copilot as Enterprise Mesh
Microsoft is weaving Copilot through Windows, Office, Teams, and Azure as a fabric connecting agents to corporate data, identity, DLP, and compliance controls. For the framework, Copilot provides the identity and policy layer: it already knows who someone is, what they have access to, and what the data boundaries are. That is the enforcement mechanism the catalogue needs.
Together, these four platforms provide the rails for all four tiers. The framework is the train.
What This Means for the Series

The superapp convergence changes the deployment surface but not the fundamentals. Skills are still the unit of reusable expertise. Tools are still the muscles. MCP is still the connector. Security is still the responsibility.
What changes is that the governed skills ecosystem we have been building toward- the catalogue, the sandbox, the promotion path, the education layer - now has concrete platform infrastructure to run on.
The organisations that move fastest will not be the ones that adopt the most AI. They will be the ones that adopt AI with the best governance. Speed without governance is chaos. Governance without speed is irrelevance. The four-tier framework gives you both.
